TL;DR: Punk Hazard (chapters 654–699, episodes 579–625) is a forbidden island that exists because two powerful things exploded on it — Vegapunk's experiments and a battle between Akainu and Aokiji. The Island's History
Punk Hazard was a World Government research facility under Vegapunk's administration. Something went wrong — a chemical weapon discharge, which the series later clarifies was Caesar Clown's unsanctioned experiment — and the island was declared off-limits. The World Government quarantined it.
Akainu and Aokiji's post-Marineford battle for the position of Fleet Admiral was fought on Punk Hazard. Their powers — magma and ice — permanently altered the island's geography. The side where Akainu won is still erupting. The side where Aokiji was driven back is still frozen.
When the Straw Hats arrive, they find a distress call coming from the island. They also find Trafalgar Law, who has already been there, and who is ready to propose terms.
Caesar Clown
Caesar Clown — Dr. Caesar — is Vegapunk's former colleague, expelled for conducting human experiments the rest of the team found unconscionable. He ate the Gasu Gasu no Mi (Gas-Gas Fruit), a Logia that gives him control over all gases in the environment. He can produce toxic clouds, remove oxygen from enclosed spaces, manipulate atmospheric pressure, and alter gas composition at will.
On Punk Hazard, he ran his own facility answering to Doflamingo. His operation had two components:
SAD production — a chemical compound that serves as the raw material for SMILE artificial Zoan Devil Fruits. Doflamingo supplies SMILE fruits to Kaido, who feeds them to his soldiers. The SMILE production pipeline runs: Caesar produces SAD → SAD goes to Doflamingo → Doflamingo's factory produces SMILE → SMILE goes to Kaido. Disrupting this chain is Law's stated reason for targeting Punk Hazard.
Experimental research on children — Caesar had kidnapped children from around the world for growth experiments, keeping them sedated with candy that was also a drug, using them as test subjects. The Law Alliance
Trafalgar Law presents the Luffy-Law alliance as a calculated proposal: capture Caesar Clown, deliver him to the World Government as a bargaining chip, and use that leverage against Doflamingo. He has a longer plan in view — the destruction of Kaido's SMILE supply — but presents it in pieces.
Luffy agrees on his own terms: he'll work toward the same goals, but he won't take orders, and if the goals conflict with his judgment, his judgment wins. Law accepts this, recognizing that getting Luffy to formally commit to any plan is as close to coordination as he'll get.

Key Events
Smoker and Tashigi: Marines under Smoker's command are also on Punk Hazard. The island produces an unusual situation: the Straw Hats and Marines are cooperating against Caesar, with Smoker in temporary alignment with Luffy out of situational necessity. Doflamingo shows up and defeats Smoker directly, which is the moment the arc makes clear that Doflamingo's power level is higher than any Marine at Punk Hazard.
Momonosuke: One of the kidnapped children is a boy named Momonosuke, who accidentally ate an artificial Devil Fruit in Caesar's lab and can transform into a dragon.
